Checking Criminal History in Jackson County
Jackson County does not publish one all-purpose criminal record portal. Choose the source by the fact you need. Iowa Courts Online supplies public case and docket data. The Jackson County Clerk of District Court can retrieve the full public file or issue a certified copy. The arresting agency holds its report, while the Sheriff holds Jackson County jail and booking material. Iowa DCI produces the statewide repository check. These files can overlap, but they are not substitutes for one another.
Start with a full legal name and any spelling or alias used at the time. An exact date of birth is vital for the Iowa DCI check and helps separate people with similar names. A case number, incident number, date, city, and arresting agency make local requests far more precise. Then work through the records in time order:
- Search Iowa Courts Online by name or case ID and narrow the result to Jackson County.
- Compare the party name, case type, filed charge, dates, and disposition before deciding that a result is a match.
- Ask the Clerk for documents not shown online, especially an older file or a certified court record.
- Request the incident report from the responding agency and any booking record from the Jackson County Sheriff.
- Order an Iowa DCI check when a statewide repository record is needed for self-review.
For an official overview of the local offices, consult the Jackson County government directory before visiting. The county source shown below helps distinguish a current office from an old address.
The directory anchors a Jackson County criminal records search in current government contacts rather than unofficial listings.
Four Jackson County Record Doors
The fastest route is the custodian that created the record. A court search answers whether a charge was filed and how it ended. A Sheriff or police request supplies the local report. DCI returns the legally releasable statewide history tied to the submitted name and birth date. Iowa DOC covers state correctional status after a qualifying sentence. If one source has no result, that does not prove the event never occurred.
| Channel | Best for | Key limit |
|---|---|---|
| Jackson County Clerk | Filed charges, docket, disposition, sentence, certified copies | Not a police report or statewide rap sheet |
| Sheriff or city police | Incident, arrest, booking, jail, and releasable warrant material | Request the agency that holds the file |
| Iowa DCI | State repository criminal history | Release rules affect non-conviction content |
| Iowa DOC | State prison and certain supervision status | Does not replace a county case search |
Note: A blank result from one channel should prompt a source check, not a claim that Jackson County has no record.
Iowa Official Background Checks
The Iowa Department of Public Safety, Division of Criminal Investigation, Records and Identification unit runs the state repository. Its Iowa Record Check Online instructions require both a request form and billing form. This is not an anonymous instant-results screen. The fee is $15 for each last name searched. First name, last name, and exact date of birth are required; middle name, gender, and Social Security number can help resolve a common name. Alias or maiden last names need separate paid searches.
A signed release is optional, but it changes what DCI may return. Without authorization, DCI withholds discharged deferred judgments and arrests more than 18 months old when no final disposition is reported. Juvenile court information is generally confidential. The phrase “No Iowa Criminal History Found” can mean no matching record, no legally releasable information, or confidential juvenile information. For a national self-review, the FBI Identity History Summary uses fingerprints and an $18 direct federal fee.
The DCI criminal-history source shown below is the official starting point for Iowa and Jackson County background check requests.
Its form-based process and release rules are why a state result should not be described as a complete local case file.
Two Jackson County Record Buildings
Present-day Jackson County criminal records have two physical anchors in Maquoketa. The Clerk of District Court and County Attorney are in the Jackson County Courthouse at 201 West Platt Street. The Sheriff and jail are in the Law Enforcement Center at 1700 East Maple Street. Both publish weekday hours of 8:00 a.m. to 4:30 p.m., though holiday and departmental schedules can vary. The County Recorder is not the criminal case custodian.
Use Platt Street for pleadings, dockets, dispositions, fines, and certified court copies. Use Maple Street for Sheriff incident reports, booking records, jail matters, and fingerprint appointments. City police reports stay with the city department that made the report. The official Jackson County courthouse history also documents why old records may need staff retrieval.
The historical record underscores a practical point: online indexing is useful, but the courthouse remains the final local source for an older court file.

Criminal Record Types
A Jackson County criminal history can refer to several distinct files. The words matter because each record captures a different point in the justice process. An incident report may describe a call before any arrest. A booking entry records custody, not guilt. A complaint begins the court accusation, and the disposition records how that charge ended.
- Incident and arrest reports describe the responding agency’s event, probable cause, and arrest action.
- Booking records document jail intake, charges, bond, custody, property, fingerprints, and release status.
- Court case files contain charges, appearances, motions, orders, plea or trial, disposition, and sentence.
- DCI histories organize fingerprint-supported Iowa arrest cycles and legally releasable outcomes.
- Warrant and supervision records come from courts, law enforcement, Iowa DOC, and community-based corrections.
- Registry listings publish the subset Iowa law makes public for people required to register.

Jackson County Court Record Search
Iowa Courts Online is the main public portal for Jackson County criminal case information. Basic public data can include case title, parties and counsel, filings, criminal charges, disposition entries, and court debt. Public trial cases after 1998 are indexed, along with some earlier electronic cases. A new case may take one business day to enter the index, and some document links require an account or use of the courthouse public terminal.
| Search field | Required | How it works |
|---|---|---|
| First and last name | Yes for DOB search | No wildcards in these two fields |
| Exact date of birth | Yes for DOB search | Helps narrow same-name results |
| Middle name | No | A wildcard may match variants or blank data |
| County and case type | Yes for Case ID search | Select Jackson County and the correct type |
| Case ID | No in that mode | Uses uppercase letters in a 17-character format |
| Citation number | Yes in citation mode | Searches the cited matter directly |
Read the filed charge and disposition separately. The arrest charge can change after County Attorney review, and a dismissed charge is not a conviction. If an image is absent, call the Jackson County Clerk rather than assuming the underlying document does not exist.
Inside a Jackson County Criminal Record
The useful fields depend on the source. A DCI history centers on identity and arrest cycles. A court file centers on litigation and outcome. A jail file centers on intake and custody. Never merge those products into one story without checking dates, case numbers, and final dispositions.
| Name & Identifiers | Legal name, aliases, date of birth, sex, party role, and state or FBI identifiers where lawfully shown. |
|---|---|
| Arrest / Booking Data | Arrest and booking dates, agency, initial charges, booking number, bond, and custody or release status. |
| Charges & Statutes | Charge description, Iowa Code citation, offense class, complaint date, and later filed charge. |
| Disposition | Dismissal, acquittal, plea, verdict, conviction, deferred judgment, or another recorded outcome. |
| Sentence | Confinement, probation, fine, restitution, costs, and concurrent or consecutive terms. |
| Custody / Supervision | Jail status, Iowa DOC placement, probation, parole, warrants, or scheduled court events when public. |
- Disposition
- The recorded way a charge ended.
- Deferred judgment
- A judgment withheld while court-ordered conditions are completed.
- Bond
- Security and conditions set for release.
- Docket
- The chronological list of filings and court events.
- Expungement
- A statutory process that removes qualifying records from ordinary public access.
These terms help keep an accusation, a custody event, and the final result from being mistaken for the same thing.
Jackson County Criminal Report Requests
The Sheriff calls its service “Records.” For a Sheriff-held accident or incident report, call 563-652-3312 and choose option 3, then option 3. The Sheriff’s records instructions publish a $5 paper-copy charge. Requests may go by form to Office Administrator Karen Wells at kwells@jacksoncounty.iowa.gov, by mail, or in person. After request and payment, a report may be mailed, emailed, or faxed. Accident reports are normally available five to seven business days after the event.
| Item | Published cost or channel |
|---|---|
| Sheriff accident or incident paper copy | $5 |
| Delivery after payment | Mail, email, or fax |
| Payment to Sheriff | Cash or check |
| Iowa DCI history | $15 per last name, paid to DCI |
| FBI self-record request | $18 federal fee, fingerprint required |
Ask the responding agency for a city-police report. The Sheriff is not a universal store for Maquoketa, Bellevue, or Preston police files, though the county jail may hold the related booking. No extra Jackson County Clerk copy or certification amount was verified, so request a current quote.
Public Access Laws in Iowa
Iowa law generally favors access to public records, but it also protects juvenile information, victim and personal data, expunged material, and other confidential categories. A focused request for an existing record is more effective than a demand that an office create a new report or analysis. Redaction is common when the releasable parts can be separated from protected facts.
Key statutes:
Iowa Code chapter 22 establishes public-record access and its confidential-record exceptions.
Iowa Code chapter 692 governs criminal-history dissemination, subject access, challenges, and the public or confidential status of repository data.
Iowa Code chapter 901C authorizes expungement for specified outcomes and qualifying offenses.
Iowa Code chapter 692A controls sex offender registration, verification, public fields, and sheriff duties.
Note: Public access does not make every record complete, current, or free from lawful redaction.
Jackson County Custody Record Paths
No official live Jackson County jail roster was found. Call the Sheriff or jail, submit the open-record form for releasable booking material, or use VINELink for participating custody notifications. A booking may still exist after a person has left custody. Cidnet is used for jail visits and phone cards, not for a criminal history search.
The county facility at 1700 East Maple Street was authorized with 32 beds and designed for a future 18-bed expansion. For a person transferred after an Iowa prison sentence, use Iowa Offender Search. For federal custody, use the Bureau of Prisons locator. Each tool describes a different custody system.
The Iowa Board of Parole source shown below concerns parole decisions, while Iowa DOC and community-based corrections carry out supervision.
The separate roles explain why a Jackson County court sentence, prison status, and parole decision may appear in different official records.
Sealed, Expunged, and Restricted Records
Iowa Code chapter 901C provides routes for qualifying acquittals, dismissals, and a narrow misdemeanor-conviction remedy. For the misdemeanor route, more than eight years must pass, no charge may be pending, financial obligations must be paid, and other eligibility limits apply. Many offenses are excluded. File in the county of the case through the Jackson County Clerk and obtain the current Judicial Branch form and fee from the clerk.
A discharged deferred judgment shows why court and DCI records must be checked separately. The court entry may be expunged, yet DCI can retain a discharged non-conviction entry and release it only with subject authorization. After relief, review Iowa Courts Online and order a DCI self-check. If data remains stale, send the order to the reporting agency and use DCI’s challenge process. Juvenile and protected victim information remains restricted under separate law.
Jackson County Federal Record Layers
Jackson County lies in the Northern District of Iowa, Eastern Division. PACER is the federal docket and document system, not a source for Iowa District Court files. The FBI Identity History Summary is a fingerprint-based self-check that compiles data sent to the FBI. It does not supply every local police narrative or courthouse document.
The official FBI electronic self-record order source illustrates the federal fingerprint workflow.
The fingerprint step makes this a different product from the name-and-birth-date Iowa DCI request.
Federal cases are searched through PACER, whose interface is shown below.
Use PACER only when the case is federal; Jackson County state charges remain in Iowa Courts Online and the local Clerk’s file.
Jackson County Records Across Time
Jackson County’s archive reflects a long county-seat contest. Bellevue was the first seat in 1838. Andrew won an election in 1841, and the seat shifted amid disputed votes before Maquoketa prevailed in 1873 by 179 votes. About 75 farmers and their teams moved county records into Maquoketa on November 9 of that year. The jail stayed eight miles away in Andrew until a Maquoketa jail was built in 1896.
A 1954 grand jury criticized the old courthouse as unfit for safe record storage. The present courthouse was built in 1958 and 1959, and county offices completed the move in 1961. That history is more than local color. It explains why a very old Jackson County criminal record may require a clerk’s archive search rather than a web query.
Jackson County Criminal Data Context
Crime totals require a named agency, year, and reporting basis. A city call-for-service count is not the same as arrests or crimes, and partial reporting should not be treated as a complete rate. The FBI Crime Data Explorer can be limited to agencies with twelve complete months of reports. Iowa law also requires law enforcement agencies to send crime and arrest data to DPS, but those statistical submissions do not replace a person-level court or DCI record.

Jackson County Criminal Records by City
Maquoketa, Bellevue, and Preston are Jackson County’s three largest incorporated cities in the July 1, 2025 official estimates. Their police departments create city incident and arrest reports, but none has a separate municipal criminal court. Filed cases run through Iowa District Court, and county bookings run through the Jackson County Sheriff. City guidance therefore starts with the local report source and then follows the record into the county system.
Maquoketa Criminal Records
6,027 · City police report, county booking, and Iowa District Court case routes.
Bellevue Criminal Records
2,317 · Bellevue police records feed into county custody and the unified court system.
Preston Criminal Records
935 · Verify the responding agency, then check county booking and court records.
Each city page follows that local report-to-booking-to-court path without inventing a municipal court or city jail that does not exist.
